| Notes | Photographs of the Skagit River Hydroelectric Project constructed between 1918-1961.
In 1919, City Light began planning for a dam at the Rip Raps below Ruby Creek, and construction of Ruby Dam began in September 1937. The names of Ruby Dam and the future Ruby Powerhouse were changed to Ross in 1939 after the death of J.D. Ross, Seattle City Light Superintendent from 1911-1939, best known for securing and constructing the Skagit River Project. The Ross Powerhouse began producing electricity in 1952, twelve years after Ross Dam was first completed. Four years later, all four generators at the powerhouse, the largest of the Skagit project, were regularly running at full capacity.
