That the number of beat police working between 39th and 45th be limited to two (2) and no more. b. That plain clothesmen be eliminated on University Way. 2. The formation of a committee composed of street people, students, merchants, and the beat police that are assigned to University Way; for the purpose of handling the problem of police harassment and working together toward the ideal of disarming beat police (to a short stick and a radio between 39th and 45th) has been demanded. 3. The situation in the U. District has been allowed to cool off but many of us face jail sentences in connection with the police instigated riots of Wednesday and Thursday nights. For these people amnesty is being demanded."
Background information: The riots referred to in the document occurred in the U District on August 13 and 14. After unsuccessfully trying to prevent and contain the violence for two nights, police "agreed to let the community try to handle the situation" with "scores of volunteers wearing 'peace' armbands" and "street monitors." The results were so successful that, "the Ave's self-pacification led to months of 'negotiations' among street people, merchants, residents, clergy, students, police, and city officials to reduce police harassment and establish a community center."
