Quote from document: "THIS YEAR we will somehow have to dispose of 3.5 billion tons of solid waste, which includes 360 million tons of commercial and household refuse, an average of 5.3 pounds per person per day. The price American cities have to pay to collect and deal with our refuse amounts to 4.5 billion dollars a year. (Figures from U.S. News and World Report, Sept. 8, 1969.)"
