Contextual NotesGeorge Fletcher Cotterill (1865-1958) trained to be a surveyor and an engineer. He was instrumental in development of the Cedar River water supply system. He served Seattle and the state of Washington for more than 40 years as a civil servant and elected official. He advocated woman suffrage, parks, port districts, prohibition, and public ownership of utilities. He was a leader among Democrats and progressive Republicans.
