NotesThis resolution, which was submitted to the Seattle Central Labor Council by the Office Employees Local Union #16304 on June 9, 1920, calls for a reform in how state legislators are selected. The resolution criticizes the selection of representatives based on "arbitrarily established political boundaries" rather than on "fundamentally just and human economic lines". It notes that workers who must "move from place to place" are disenfranchised by geographic representation, and objects that politicians are generally drawn from a small group of lawyers and other professions, while the average worker is not well represented. For these reasons, the resolution concludes, the state's constitution should be amended to allow citizens to be represented "by industries", with representatives "chosen democratically within the group, without interference from outside forces whose interests may differ". The resolution is signed by delegates J. C. Bower, Ruby Belnap, and W. J. Henry.
