NotesAccording to the Department of Agriculture, new regulations permit the "freezing of farm property and interests involved in transactions when Japanese farm owners or tenants or creditors and other persons involved, are unable and unwilling to make reasonable arrangements to transfer their farm operations, and when as a result, continued farm production is threatened." Any property frozen under these regulations will be under the protection of Farm Security agents who may decide to operate the farm in the owner's absence. The notice states that over 105, 000 acres of Japanese farms in the military zone have been transferred to new operators. Additionally, "Filipinos are eligible for Farm Security loans being made to operators taking over Japanese land, as are Mexicans and non-enemy aliens who have taken out first naturalization papers."
Contextual NotesAfter Japan attacked Pearl Harbor on December 7, 1941, the United States government began enacting a series of measures against those with Japanese ancestry. On February 19, 1942, President Franklin Roosevelt issued Executive Order 9066, authorizing military commanders to designate "military areas" at their discretion, "from which any or all persons may be excluded." On March 2, 1942, General John DeWitt signed Public Proclamation No. 1 establishing the Pacific coast and 100 miles inland as Military Area No. 1 and requiring that anyone with "enemy" ancestry evacuate.
