| Contextual Notes | New York Representative Vito Marcantonio was an early proponent of extending citizenship rights to Filipinos. In 1939 during the 76th Congress Representative Marcantonio sponsored HR 7239 granting citizenship rights to Filipinos hoping to close gaps in the 1934 Philippine Independence Act, also known as the Tydings-McDuffie Act granting the former American protectorate its independence but closing the door on Filipino access to immigration, legal residency, and citizenship rights. Rep. Marcantonio was a passionate supporter of immigrant and labor rights reintroducing this legislation in Congress in 1941, 1943, and 1944 but finding little support in both houses of Congress. |
