Contextual NotesThe members of Local 18257 felt that the American Federation of Labor has been guilty of racial discrimination especially towards Asians. In 1933 when the local first established a relationship with the A.F. of L. the Federation claimed to have changed. On April 12, 1938, the members of CWFLU voted to transition their affiliation from the American Federation of Labor to the Congress of Industrial Organizations. The men of the union voted for this change of affiliation unanimously. The United Cannery, Agricultural, Packinghouse and Allied Workers of America-CIO (UCAPAWA) was formed and the A. F. of L. was no longer in the cannery business. This was the birth of Local 7.
