Contextual NotesThe Immigration and Naturalization Service (INS) was formed in 1933 by a merger of the Bureau of Immigration and the Bureau of Naturalization. Both of those Bureaus were controlled by the Department of Labor. Immigration had previously been part of the Treasury Department and later the Department of Commerce and Labor. As a matter of interest, after World War I, Congress attempted to stem the flow of immigrants, mainly coming from Europe, by passing the Quota Act in 1921 which set the annual immigration ceiling at 350,000 and the National Origins Act of 1924 which reduced the annual ceiling to 165,000 and ultimately limiting the number of newcomers by assigning a quota to each nationality based upon its representation in previous U.S. Census figures. In 1929, an annual immigration ceiling of 150,000 was made permanent, with 70 percent of admissions slated for those coming from northern and Western Europe, while the other 30 percent are reserved for those coming from Southern and Eastern Europe.
