CaptionThis is Clarence Hillman's Atlantic City Addition in Rainier Beach. C.D. Hillman was a real estate salesman known for his unethical dealings. These lots for sale in his development were advertised to have a park included; however, when all the lots were sold, he replatted the property and made up a second plat. It had more lots, and no park. He filed that one. The buyers took him to court and they got their park. He had developments all over Washington and California with the same problems, which eventually landed him in jail. He made millions, lost it and made it back. He sold thousands of lots and was repeatedly sued.
