CaptionJames D. 'J.D.' Ross was the popular head of Seattle City Light from 1911 until 1931 when Mayor Frank E. Edwards fired him. It has been speculated that Edwards fired Ross on a dare to exhibit his political authority. Voters responded by passing a ballot measure allowing City Light to have more control over its projects and voting Edwards out of office by a measure of 125, 000 to 15, 000. The succeeding mayor, Robert Harlin, re-appointed Ross as superintendent of City Light where he served until his death in 1939.
