CaptionThe motor ship 'Heian Maru' of the Nippon Yusen Kaisya Line moored at the Great Northern Dock. The ship arrived two days late after sitting 150 miles off Cape Flattery for 48 hours. The delay occurred due to President Roosevelt's July 26, 1941 order to freeze all Japanese assets in the U.S. Once in port the ship refused to discharge its cargo of silk bound for New Jersey mills. After being served with papers for five separate libel claims, the ship's crew agreed to offload the cargo. All passengers disembarked in Seattle including the 13 Seattle bound passengers and 69 bound for Vancouver, B.C. Many passengers were refugees of war-torn Europe. The ship eventually sailed from Seattle on August 4, 1941 with its first port of call scheduled in Yokohama.
