| Caption | Members of the Seattle City Council stand at their desks in the council chambers on the opening day of the legislative session. To mark the occasion, giant floral arrangements sit on each desk. The day's agenda included election of a council president, committee assignments and the mayor's annual message. The council members of 1937-1938 were: James Scavotto (President), John E. Carroll, Hugh DeLacy, Frederick G. Hamley, Robert H. Harlin, Arthur B. Langlie, Frank J. Laube, David Levine, William L. Norton, Mildred Powell. |
