| Historical Background | On September 29, 1978, the Seattle School District implemented the "Seattle Plan" a district-wide busing plan which involved about 12,500 of the district's 54,000 students. By doing so, Seattle became the largest city in America to implement a district-wide desegregation plan relying on busing without a court order.
