CaptionLouis J. Forbes became Seattle's Police Chief in 1928 during Frank Edwards' administration and served until 1931. During his time in office, he was responsible for introducing modern communications in the department and installed trial radios in several patrol cars. He predicted that in the future a city could be completely radio patrolled.

Forbes assumes a rather serious pose in this 1929 photograph taken after a year as Police Chief.
