| Caption | During World War II the Office of Price Administration created a program for consumer products rationing. Each family in the nation received monthly ration coupon books for such items as butter, meat, sugar, coffee and tobacco based on equal shares for each consumer. Here at Shepherd's Market, located in the Security Public Market at 4th Avenue and Virginia Street, the man at center is tearing coupons out of his ration book to purchase butter at the dairy counter. |
